The invention provides a hanging basket positioning system and a positioning method. The hanging basket positioning system comprises two laser transmitters, two laser receivers and an industrial personal computer, the two laser receivers are symmetrically arranged on the two sides of the hanging basket. The laser transmitter is used for vertically transmitting laser to the laser receiver; the laser receiver comprises a receiving screen which is arranged in a tiled manner; a reflector is arranged above the receiving screen, the receiving screen is used for receiving laser to form light spots, and the reflector is used for reflecting the light spots on the receiving screen; a high-precision camera is arranged on one side of the receiving screen, a lens of the high-precision camera faces the reflector, and the high-precision camera is used for collecting position coordinates of light spots on the reflector; an inertial measurement unit is arranged on one side of the high-precision camera and is used for measuring a rolling angle and a pitch angle of the hanging basket; an encoder of the hanging basket lifting motor is used for measuring the moving distance of the hanging basket in the vertical direction; the industrial personal computer is used for calculating the pose of the hanging basket. The positioning device has the beneficial effect that the accurate positioning of the hanging basket can be realized.
