The construction method comprises the following steps: measuring and positioning a hole site; the drilling machine forms a hole, the drilling angle of a drilling rod is adjusted according to the designed hole position and angle, after drilling is conducted to the set depth, the casing pipe in the drilling machine is pulled out, and the drilling procedure is completed; anchor rods are arranged, specifically, prefabricated anchor cables are put into the hole bottoms from the hole openings; grouting is conducted, specifically, a grouting pipe is inserted into the hole, a grouting machine is adopted to conduct grouting on the hole through the grouting pipe, and the outer sleeve of the drilling machine is pulled out section by section after the hole is filled with grout; slurry is supplemented, specifically, slurry is supplemented within the set time after grouting; secondary grouting is conducted, specifically, grouting holes are formed in the first range of the tail end of the anchor cable, the anchor cable is tensioned during grouting, and locking is conducted through an anchorage device after tensioning is completed; the steel waist beam is installed, specifically, the steel waist beam is installed on the surface of the component to be anchored, and after the anchor cable penetrates through the steel waist beam, prestress is applied according to the design requirement. The problem that in the prior art, a pre-stressed anchor rod construction method is poor in supporting effect in a soil layer with poor self-stability is solved.
