The coal gangue is adopted as a main body of the raw material, the activation admixture is added, the thermal activation temperature of the coal gangue is reduced to 1000 DEG C or below, the activity of the coal gangue is greatly excited, meanwhile, quartz minerals in the coal gangue form unsaturated residual bonds and generate active silicon dioxide in combination with mechanical activation, the activity of the coal gangue is further excited, and the coal gangue is prepared. According to the method, the activation rate of the coal gangue is increased, the volcanic ash activity of the prepared active powder reaches 75% or above, the purpose of treating waste with waste is achieved, the cost is reduced, and the active powder serves as a mineral admixture to be directly added in the concrete preparation process and has good application prospects.
