The invention particularly discloses an offshore pile foundation anti-scouring device and a pile foundation scouring pit construction method. The anti-scouring device for the offshore pile foundation comprises a barrel-shaped foundation, a pumping and discharging opening and a stacking layer, the barrel-shaped foundation is provided with a cavity with a downward opening, at least part of the section of the barrel-shaped foundation is embedded in a soil layer of the seabed, the barrel-shaped foundation is arranged in the circumferential direction of the pile foundation, the pumping and discharging opening is formed in the barrel-shaped foundation and communicates with the cavity, and the stacking layer is arranged on the barrel-shaped foundation. The cavity is connected with negative pressure pumping and discharging equipment through the pumping and discharging opening so that materials in the cavity can be pumped and discharged, negative pressure can be formed in the cavity, and the materials are stacked on the barrel-shaped foundation and above the soil layer between the barrel-shaped foundation and the pile foundation to form a material stacking layer. The anti-scouring device effectively solves the scouring problem of the pile foundation in the service period, and safe and stable operation of a unit in the expected life cycle is achieved.
