The invention relates to a mine restoration rainwater collecting and spraying device which comprises a collecting mechanism and a spraying mechanism, the collecting mechanism is used for collecting rainwater, the spraying mechanism is used for pumping the rainwater collected by the collecting mechanism to spray nearby areas, and the collecting mechanism comprises a water collecting tank and a water guide sleeve arranged on the water collecting tank; the water guide sleeve comprises a plurality of water permeable units which are longitudinally connected in series, each water permeable unit comprises an outer cylinder and an inner cylinder, a plurality of first water inlet holes for rainwater to permeate inwards are formed in the side wall of the upper half part of each outer cylinder, and each inner cylinder is arranged in the corresponding outer cylinder and is shorter than the corresponding outer cylinder; the outer wall of the inner cylinder is in sealing fit with the inner wall of the outer cylinder and can slide in the outer cylinder, and a floating body is arranged in the upper end of the inner cylinder. According to the technical scheme, rainwater permeating into different depth positions in soil can be collected, and after the water guide sleeve is inserted into the soil layer, a pile body structure for fixing the soil layer is formed to reinforce the soil layer.
