An operator places the lifting assembly on the device to the bottom of the water-collecting well, supports the support at the wellhead of the water-collecting well, then moves the collecting assembly to the bottom of the water-collecting well through the lifting assembly, and fills sludge at the bottom of the water-collecting well into the collecting assembly, and the stirring component stirs hard sludge while filling the sludge. The collecting assembly is driven by the lifting assembly to move to an inlet of the water collecting well after the collecting assembly is filled with the sludge, then the sludge in the water collecting well can be cleaned out, and the workload of operators is relieved.
