The invention discloses a multi-layer filtering system for collecting and utilizing urban rainwater, which comprises a water collecting mechanism, the water collecting mechanism is mounted on an outer wall surface, and the water collecting mechanism has two drainage states including a horizontal drainage state and an inclined drainage state; the extending end of the filtering mechanism is hinged to the water collecting mechanism through a hinge pipe, and the water outlet end of the water collecting mechanism is connected and communicated with the water inlet end of the filtering mechanism through the hinge pipe. The structure that the two filter screen hole sets are used alternately is adopted, continuous and efficient filtering operation is ensured, the filter cartridge can achieve flexible switching of the two filter screen hole sets in the duplex state of the water collecting mechanism, the filtering effect is optimized, in addition, by means of the axial telescopic action of the filter cartridge, pressure gas is conveyed to the gas storage pipe, the pressure value during water outlet is increased, and the filtering effect is improved.
