The invention relates to a construction method for excavating a water inlet and a water outlet of a pumped storage power station, which comprises the following steps of: constructing a cofferdam structure on the inner side of a wading slope toe, and pumping out water in the cofferdam structure; shed tunnel structure construction is conducted on the part, located in the cofferdam structure, of the wading slope toe; and opposite excavation is conducted on the inlet of the shed tunnel structure and the outer side of the wading slope toe, and excavation work of the water inlet and the water outlet is completed. Cofferdam structure construction can be conducted on the inner side of a wading slope toe, preparation is made for shed tunnel structure construction, then opposite excavation can be conducted at the entrance of the shed tunnel structure and the outer side of the wading slope toe at the same time, excavation work of a water inlet and a water outlet is completed, large-scale slope cutting is not needed for construction of the cofferdam structure and the shed tunnel structure, the construction workload is reduced, and the construction efficiency is improved. The cost is saved; the original landform is kept before and after construction, the ecological disturbance is less, and the environmental damage is less; the two ends of the water inlet and the water outlet are excavated simultaneously, and the construction period is short.
