The invention provides a slump-retaining polycarboxylate superplasticizer with a high steric hindrance effect and a preparation method thereof. The slump-retaining polycarboxylate superplasticizer is prepared from the following raw materials: an isopentenyl polyethylene glycol ether (TPEG) monomer A, an unsaturated acid monomer B, a benzene ring-containing micromolecular intermediate monomer C, a chain transfer agent, an initiator, a reducing agent, liquid caustic soda and water. Compared with the prior art, the water reducing agent provided by the invention contains two carboxyl groups and two larger benzene rings in the early stage of concrete, so that a higher steric hindrance effect is provided for the concrete, the water reducing agent has a higher water reducing rate in the early stage along with the prolonging of time, and ester groups are subjected to hydrolysis reaction under an alkaline condition; two carboxyl groups are added on a main chain of the polycarboxylate superplasticizer, the polycarboxylate superplasticizer shows electronegativity on the surfaces of cement particles, and due to the electrostatic repulsion effect, the concrete can still keep good fluidity, so that the concrete can keep the fluidity for a long time in actual production.
