The invention discloses an anti-floating anchor rod anti-corrosion and waterproof integrated cylinder plate and a construction method thereof. The cylinder plate comprises a water stop cylinder, a water stop plate, an erecting plate, an anti-corrosion cylinder and a conical cylinder. The water stop cylinder is connected with the anti-corrosion cylinder and the conical cylinder into a whole, a through middle cavity is formed in the middle of the water stop cylinder, the water stop plate is an annular plate annularly arranged on the water stop cylinder, the erecting plates are vertical plates annularly arranged on the anti-corrosion cylinder at equal intervals, and the erecting plates and the water stop plate are connected into a whole; a centering rib plate is arranged at the bottom of the erecting plate and annularly arranged on the anti-corrosion cylinder. A positioning clamping belt is arranged at the top of the water stop cylinder and is of a strip-shaped structure that limiting ring plates at the two ends are connected with a middle panel, and a positioning hole for threaded steel bars to penetrate through is formed in the middle of the panel. When the integrated cylinder plate is adopted, the threaded steel bars at the bottom plate and the cushion layer can be well protected, underground water can be prevented from flowing into a grouting body or a threaded steel bar interface, the grouting body of the anti-floating anchor rod and concrete of the bottom plate can be connected into a whole, and the threaded steel bars are prevented from being rusted by harmful media.
