Comprising the following steps that an exhaust layer is laid on the upper side of a garbage heap and is composed of gravel; the under-film protection layer is laid on the upper side of the exhaust layer and is composed of modified clay; an HDPE geomembrane is laid on the upper side of the under-membrane protection layer, and an on-membrane protection layer is laid on the upper side of the HDPE geomembrane; a drainage layer is laid on the upper side of the on-film protection layer; a greening soil layer is laid on the upper side of the drainage layer. The modified clay is prepared from the following raw material components: modified attapulgite, sodium carboxymethyl cellulose, modified zeolite, betaine, polyvinyl alcohol, deionized water, a defoaming agent and a water reducing agent; the drainage net comprises a modified polyethylene fiber layer, a polyethylene interlayer and a geotechnical cloth layer. The treatment method is good in effect and has an excellent anti-seepage and anti-leakage effect.
