The invention relates to the field of civil engineering anti-seismic analysis and damping control, in particular to an elastic steel pipe concrete member damper. A spring is arranged in the steel pipe, cover plates are fixed to the top and the bottom of the steel pipe, the two ends of the spring penetrate through the centers of the cover plates respectively, a concrete column wraps the outer side of the steel pipe, a plurality of connecting steel bars are longitudinally arranged in the concrete column, and the upper ends and the lower ends of the connecting steel bars extend out of the concrete column respectively.
