In the related technology, the sludge is directly guided into the decomposition device, so that the heating uniformity of the cement raw material in the decomposition device is reduced, and the load of the decomposition device is increased. In the invention, the sludge is pretreated in the sludge pretreatment device outside the decomposition device, and the generated solid product is guided to the downstream of the decomposition device by the conveying device and is mixed with the decomposition product after the cement raw material is decomposed, so that the decomposition process of the cement raw material in the decomposition device is not influenced by the sludge; therefore, the decomposition efficiency of the cement raw material is improved, that is, the technical scheme of the invention can improve the decomposition efficiency of the cement while treating the sludge.
