The invention discloses a composite mineral admixture as well as a preparation method and application thereof. The composite mineral admixture comprises the following components in parts by mass: 30-50 parts of mineral powder; 1 to 3 parts of gypsum powder; 30 to 50 parts of fly ash; 0 to 30 parts of steel slag; and 0.01 to 0.5 part of an exciting agent. The preparation method of the composite mineral admixture comprises the following steps: mixing the mineral powder, the gypsum powder and the exciting agent, grinding, adding the fly ash and the steel slag which are respectively ground to different particle size intervals, and uniformly mixing to obtain the composite mineral admixture. The composite mineral admixture can give full play to the ball bearing effect of the fly ash and the synergistic and complementary effect of multiple types of industrial waste residues, so that the low viscosity of a cement-based material and the high strength from the early stage to the later stage can be realized, and the composite mineral admixture is suitable for large-scale industrial application.
