The invention discloses a CRTS II type ballastless track plate installing and debugging device which is characterized in that tracks are installed on the two longitudinal sides of a track plate on the top face of a base plate, sliding grooves are movably formed in the tracks, the top faces of the sliding grooves are perpendicularly connected with vertical supporting rods, the bottom end of a lifting rod is fixedly connected with a fixing block A, and the fixing block A is transversely and fixedly connected with a fine adjustment claw A; a fine adjustment claw B on the side face of the track plate is transversely fixed to a fixing block B. The bottom end of the hydraulic servo system for supporting the track plate is fixedly connected with supporting legs which are placed on the base plate. L-shaped steel is installed between the longitudinal side faces of the track plates and the base plate, the transverse formworks are transversely installed on the adjacent track plates, every two adjacent pieces of L-shaped steel are longitudinally connected through a threaded rod, and the ends of the L-shaped steel are transversely connected with the transverse formworks B through threaded rods, so that the transverse and longitudinal coordinate precision of the track plates is effectively guaranteed; during concrete pouring, the stability of longitudinal and transverse formworks of the track plate can be guaranteed, disturbance to the track plate in the construction process is reduced, and the construction quality of laying of the track plate is improved.
