The invention discloses a pipeline foundation structure of a slope prone to instability and a construction method of the pipeline foundation structure. The structure comprises steel pipe piles (1), prefabricated pipeline foundations (2), pre-stressed anchor rods (4) and lattice beams (5). The lower part of the steel pipe pile (1) is inserted into a side slope step, the screw rod (6) is exposed out of the side slope step, and the inner wall of the anchor rod hole (9) is coated with a fluorescent material; screws (6) penetrate through the screw holes (11) and are matched with the compression nuts (3) to compress the prefabricated pipeline foundations (2), the adjacent prefabricated pipeline foundations (2) are connected through connecting steel bars (11), and concrete is poured at connecting seams (12). The pre-stressed anchor rods (4) are arranged in a matrix mode, inserted into the lower slope (8) and penetrate through the anchor rod holes (9), and the lattice beams (5) are poured on the lower slope (8) with the exposed ends of the pre-stressed anchor rods (4) as nodes.
