The invention discloses a high-window self-adaption offshore booster station land-water barge receiving and carrying device and method, and designs the high-window self-adaption offshore booster station land-water barge receiving and carrying device and method by utilizing innovative combination of multifunctional components such as mechanical components, electrical components, hydraulic components, sensors and a controller, and relates to a high-window self-adaption offshore booster station land-water barge receiving and carrying device and a high-window self-adaption offshore booster station land-water barge receiving and carrying method. Two-channel double-rail coupling adjustment of a barge body preset grading ballasting strategy and a land-water over-connection carrying device multi-point coplanar integrated elevation adjustment strategy is carried out, and stepless continuous self-adaptive adjustment over-connection carrying can be carried out on equipment such as an offshore booster station in a long window period; in order to promote land-water over-barge carrying work of oversized-size and oversized-weight maritime work equipment platforms such as an offshore booster station and the like, reduce limitation of tides on an over-barge carrying window period and effectively expand the effective over-barge working time. The possibility of temporary time change caused by insufficient remaining time due to delay of the lightering receiving work due to natural factors such as weather or other sudden factors is reduced, and the utilization efficiency of the lightering wharf is improved.
