The anti-seepage and water-stopping structure comprises a gate frame, a gate, an inserting groove, an arc-shaped plate, a rotating mechanism and a telescopic mechanism, the inserting groove is formed in the inner bottom face of the gate frame, the cross section of the inserting groove is semicircular, the arc-shaped plate is slidably sealed in an arc-shaped through opening formed in the inner bottom face of the gate frame, and the rotating mechanism is arranged in the arc-shaped through opening. The arc-shaped through opening is located on the outer side of the inserting groove and is coaxial with the inserting groove, the rotating mechanism is connected with the arc-shaped plate and used for driving the arc-shaped plate to rotate along the center circumference of the inserting groove, the telescopic mechanism is arranged on the arc-shaped plate, and the telescopic end of the telescopic mechanism is connected with a scraping plate and used for driving the scraping plate to move in the radial direction of the inserting groove when stretching out and drawing back.
