The invention discloses a pretreatment method for co-treatment of waste medicine organic kettle residues and a cement kiln, which comprises the following steps: analyzing the waste medicine organic kettle residues based on standard parameters and range of the waste medicine organic kettle residues, and mixing the standard waste medicine organic kettle residues with a mixed material to obtain a mixture; adding a stabilizer into the obtained mixture to obtain the alternative fuel; and the alternative fuel is analyzed based on the kiln entering condition, and if the kiln entering condition is met, the alternative fuel is added into the cement kiln to be reused. The alternative fuel generated by treatment of the method is low in heat value and good in fuel stability, the alternative fuel generated after the waste medicine kettle residues are treated by the method can replace 10%-20% of cement kiln fuel, secondary pollution of the waste medicine kettle residues is avoided, and therefore the purposes of energy conservation and environmental protection are achieved. The harmless treatment of the waste medicine organic kettle residues by using the cement kiln can completely meet the requirements of harmlessness, reduction and recycling, and has economic benefits and environmental benefits at the same time.
