The snow removing and icebreaking vehicle comprises a vehicle body, an icebreaking assembly, a recycling assembly and an evaporation assembly, wherein the icebreaking assembly, the recycling assembly and the evaporation assembly are installed at the bottom of the vehicle body. The icebreaking assembly comprises a plurality of icebreaking rotary cutters, the icebreaking rotary cutters are divided into two groups, the overlook view angles of the two groups of icebreaking rotary cutters are in trapezoidal distribution, the number of the front group of icebreaking rotary cutters is smaller than that of the rear group of icebreaking rotary cutters, the height of the front group of icebreaking rotary cutters is larger than that of the rear group of icebreaking rotary cutters, and deicing water guns are arranged in the rear group of icebreaking rotary cutters. The deicing water gun and the icebreaking rotary knife do not interfere with each other, and the deicing water gun is used for breaking an ice layer on the ground; the ice breaking vehicle is high in ice breaking speed and does not damage the ground.
