The invention relates to the technical field of water conservancy projects, in particular to a regulating reservoir mudstone foundation water seepage treatment device and a using method. The regulating reservoir mudstone foundation water seepage treatment device comprises a permeable concrete structure, an electroosmosis drainage system, a vacuum pumping and drainage system, a water seepage detection system and a power supply system; the pervious concrete structure comprises a geomembrane, a steel wire mesh and at least one concrete rectangular body, and geotechnical cloth is laid on each concrete rectangular body; a steel wire mesh is arranged on the periphery of each concrete rectangular body; a geomembrane is laid below each concrete rectangular body; by arranging the permeable concrete structure and the electroosmosis drainage system, water in the permeable concrete structure directionally flows to the cathode conductive drainage pipe from the anode conductive rod and flows out to the vacuum pumping and drainage system to be drained, mudstone is prevented from being softened and deformed when encountering water, and the reservoir is prevented from generating large deformation and sedimentation; and meanwhile, the leaked water is quickly discharged, so that the damage caused by water seepage is prevented, and the stability and safety of the mudstone foundation regulation reservoir are enhanced.
