The flow measuring facility is arranged on the drainage dam and located on the upstream of the triangular weir, the spillway dam is arranged between the drainage dam and the other flood control dam, the top face elevation of the spillway dam is the same as the top face elevation of the drainage dam, a drainage channel is formed between the drainage dam and one flood control dam, and the drainage channel is communicated with the flood control dam. A spillway is formed between the drainage dam and the other flood control dam; the combined weir integrating the triangular weir and the flood discharge weir formed by the spillway is adopted, and the tasks of monitoring the runoff flow and the flood flow of the small watershed are completed at the same time.
