The invention discloses a pavement material spraying and mixing system which comprises a first material supply mechanism, a second material supply mechanism, a first spraying mechanism, a second spraying mechanism and an angle adjusting mechanism. The second spraying mechanism is connected with the second material supply mechanism to form a second circulation loop, the first spraying mechanism is hinged to the second spraying mechanism, and the angle adjusting mechanism is used for adjusting the intersection angle beta of the first spraying mechanism and the second spraying mechanism. The invention further discloses a pavement material spraying construction method which is carried out by adopting the pavement material spraying mixing system and comprises the following steps: S1, putting the spraying pipe in place; s2, spraying operation; s3, spraying tailings; and S4, gas washing. According to the pavement material spraying and mixing system and the construction method, a structure for avoiding pipe blockage does not need to be arranged, the cost is saved, the pavement construction quality is improved, and circulating cleaning of the system can be facilitated.
