The bridge pier column lifting and reinforcing device comprises an upper holding mechanism and a lower holding mechanism, each holding mechanism comprises a front holding plate and a rear holding plate, and supporting plates in the horizontal direction are fixed to the lower end face of the upper holding plate and the upper end face of the lower holding plate correspondingly; a plurality of vertically-arranged hydraulic cylinders are arranged between the supporting plates on the upper side and the lower side, a positioning block is arranged between every two hydraulic cylinders and located in the middle of the interval between the supporting plates on the upper side and the lower side all the time, a positioning plate is fixed to the end face of the inner side of each supporting plate, and the inner side face of each positioning block is attached to the outer edge face of the corresponding positioning plate all the time. When the upper holding mechanism and the lower holding mechanism are far away from each other, the positioning blocks apply inward extrusion force to the positioning plates, and the larger the distance is, the larger the extrusion force is. The positioning blocks in multiple directions are arranged to continuously apply inward extrusion force to the positioning plate in the jacking period, it is guaranteed that the upper pier column does not deviate from the axis in the jacking process, and the situation that the overall supporting strength of the pier column is affected by axis deviation is avoided.
