The invention discloses a stratigraphic interface residual water draining and dewatering device which comprises a vertical well vertically arranged in a stratigraphic interface needing draining and dewatering; the inclined wells are obliquely and downwards arranged in the stratum interface in a penetrating mode and communicate with the middles of the vertical wells, and when the number of the inclined wells is multiple, the multiple inclined wells are symmetrically arranged with the vertical wells as the circle center; and the negative pressure generation unit is connected with one end of the inclined well, and the negative pressure generation unit can perform air exhaust and pressure reduction on the inclined well. Residual water on the stratum interface can be effectively drained, and the conditions that the soil body is soft, and the bearing capacity is insufficient are avoided. In addition, the method has the advantages of being rapid in construction, simple in process, short in construction period, recyclable in material, energy-saving, environment-friendly and the like, can be used for conventional stratum drainage, and can accelerate drainage and precipitation speed and shorten drainage and precipitation construction period.
