The invention discloses a rainproof shutter applied to an open ventilation pavilion, comprising: a main body frame arranged at an air port of the open ventilation pavilion; the shutter structure is arranged on the main body frame and comprises an upper layer and a lower layer, and blades of the upper-layer shutter structure and blades of the lower-layer shutter structure are arranged in a staggered mode, so that vertical projections of the upper-layer blades and the lower-layer blades can completely cover the top of the ventilation pavilion; meanwhile, a height adjusting assembly is connected between the upper-layer shutter structure and the main body frame; the upper-layer shutter structure and the lower-layer shutter structure are spaced by a certain distance in the vertical direction, so that the vertically-staggered shutter blades form a ventilation area in the vertical direction, when it rains, rainwater falls on the blades and is drained away in the axial direction of the blades, air passes through the ventilation area, and therefore the rainwater is prevented from entering underground space under the condition that the normal air passing requirement of the ventilation pavilion is met; when the rainfall is large, the upper-layer shutter structure moves downwards through the height adjusting assembly to enable the upper-layer shutter structure to be tightly attached to the upper-layer shutter blades and the lower-layer shutter blades to seal the top of the ventilation pavilion, and backward flowing of ground water is prevented.
