The device has the beneficial effects that binding connection can be carried out by leaning against an electric pole through the belt co-locking assembly, and shaking is avoided; the double-lock switching assembly can be matched with the belt co-locking assembly to bind electric poles with different diameters, and the belt co-locking assembly is preliminarily clamped and fixed after tight binding; a worker switches different safety measures according to different standing heights, and the safety is improved through double locking of an electric pole and single locking of the back of the worker at a lower position; and when the electric pole is in a high position, the treading area is increased by unlocking the two sets of comfortable plates, and the safety is guaranteed by single locking of the electric pole.
