The invention discloses a cleaning device and method for collecting sea surface floating garbage through ocean energy, the cleaning device comprises a recycling device, a collecting device and a power device, the recycling device comprises a buoyancy support, a garbage can is installed in the buoyancy support, and the collecting device is obliquely installed on one side of the buoyancy support; the collecting device comprises a first transmission assembly rotationally installed at the upper end of the buoyancy support, a second transmission assembly rotationally installed at the lower end of the buoyancy support and away from one side of the garbage can and a conveying belt, the conveying belt is installed on the first transmission assembly and the second transmission assembly, and the upper end of the conveying belt is located above the garbage can. The power device comprises a wind power device and an ocean current power device, the wind power device is in transmission connection with the first transmission assembly, and the ocean current power device is in transmission connection with the second transmission assembly. The conveying belt is driven to rotate through the wind power device and the ocean current power device, so that collection of floating garbage on the sea surface is achieved.
