The invention relates to a construction method of a shear cylinder structure for grouting connection of an offshore wind power foundation structure. The construction method comprises the following steps that an internal thread shell is fixed to the seabed through a fixing block; concrete is conveyed into the mounting shell from the concrete feeding pipe, and the compaction plate rotates to compact the concrete in the internal thread shell; the concave-convex plate intermittently ejects the ejector rod to impact the steel bar support in the mounting shell, and the concrete is vibrated; and installing the offshore wind power device. The device has the beneficial effects that the motor is started, the motor drives the concrete feeding pipe and the compaction plate to rotate through the linkage rod, when concrete is injected, the concrete feeding pipe rotates so that the concrete can be evenly injected into the mounting shell, the concrete flows into the inner thread shell through the lower concrete outlet, the compaction plate compacts the injected concrete in real time, and therefore the concrete can be uniformly injected into the mounting shell. The concrete is firmer after being solidified; the protruding part of the concave-convex plate intermittently ejects the ejector rod, so that the ejector rod collides with the steel bar support, and the concrete structure is firmer.
