Two L-shaped rods mounted on the lower surface of the floating plate are arranged between the two collecting boxes and the crankshaft, and the front end of each L-shaped rod is rotationally connected with a rotating shaft; the device is low in manufacturing cost, external power is not needed, water power in a riverway is used as a power source of the whole device, the target requirement of zero emission can be met, and secondary pollution cannot be generated.
