The invention provides a recyclable water-permeable anchor rod and a construction method.The anchor rod comprises an anchor head and an anchor body, the anchor body comprises a water-permeable rod body, a drainage grouting pipe and a special-shaped rod body, the anchor head is fixed to one end of the water-permeable rod body, and a mounting hole is formed in the other end of the water-permeable rod body; a plurality of built-in blocks are evenly distributed on the two opposite sides of the special-shaped rod body in the length direction of the special-shaped rod body, sliding grooves used for enabling the built-in blocks to slide along the mounting hole are formed in the two opposite sides of the inner wall of the mounting hole, and built-in grooves in one-to-one correspondence with the built-in blocks are formed in the two opposite sides, staggered with the sliding grooves, of the inner wall of the mounting hole.
