A relation network model is constructed, finer driving factor identification is realized, a multi-objective optimization particle swarm optimization algorithm is adopted, multiple objectives of maximizing the service life of a road surface, minimizing the maintenance cost and optimizing traffic are balanced, more comprehensive maintenance strategy making is realized, the risk degree of the maintenance strategy is evaluated by adopting a risk perception model, and the risk of the maintenance strategy is improved. And an emergency plan is made for each strategy, so that the response capability to an emergency situation is enhanced.
