The multi-layer fishway is arranged on the downstream side of a dam and used for allowing fishes on the downstream side to migrate towards the upstream side of the dam, at least one fish outlet is formed in the side, close to the dam, of the multi-layer fishway, each fish outlet is provided with a fishway water level adjusting mechanism, and each fishway water level adjusting mechanism comprises an adjusting gate and a driving mechanism; a rotating shaft is arranged at the bottom of the adjusting gate, and the driving mechanism drives the adjusting gate to rotate around the rotating shaft so that the adjusting gate can be switched between the opening position and the closing position. According to the multi-layer fishway, the rotary type three-dimensional multi-layer fishway is adopted, the fish outlets are formed in each layer of the multi-layer fishway close to the dam, and when the water level height of the upstream side river channel changes, the adjusting gates of the fish outlets with different heights can be opened, so that the water flow and the water flow speed of upstream side water flowing into the fishway channel are suitable for migration of downstream side fishes.
