The invention provides a side slope excavation flying dust shielding and slope surface scouring prevention device and method. The device comprises a support frame; the two supporting shafts are arranged at an interval and are both rotatably arranged on the supporting frame; a connecting pull rope is arranged between the two supporting shafts, and the two ends of the connecting pull rope are connected with the two supporting shafts respectively; and the rainproof and dustproof curtain is arranged on the connecting pull rope. The connecting pull rope is wound, unfolded and moved along with rotation of the supporting shaft, the rainproof and dustproof curtain is driven to stretch out of the supporting shaft step by step to be unfolded and move to the position above the slope surface of the slope, and rain and dust shielding of slope excavation is achieved.
