The invention provides a reverse transmission box and a door and window, the reverse transmission box comprises a transmission box body and a locking bar, and the locking bar is slidably connected with the transmission box body; a steering gear and a driving gear are arranged in the transmission box body; a transmission toothed plate is further arranged in the transmission box body in a sliding mode, a driving rack is arranged on one side of the transmission toothed plate, a follow-up rack is arranged on the other side of the transmission toothed plate, the driving rack is meshed with the driving gear, and the follow-up rack is meshed with the steering gear. The locking bar is provided with a driven toothed plate on the other side of the steering gear, and the driven toothed plate is meshed with the steering gear. When the reverse transmission box is applied to an outward side-hung top-hung window, the reverse transmission box can allow the handle to correspond to the locking state of a door and window when the handle faces downwards, the handle to correspond to the side-hung state of the door and window when the handle is transverse, and the handle to correspond to the outward top-hung opening state of the door and window when the handle faces upwards, so that a user can operate the handle anticlockwise to open the door and window and operate the handle clockwise to lock the door and window; and the operation experience of the user is improved.
