The invention belongs to the technical field of water resource recycling, and particularly relates to a water resource optimal allocation system and method.The water resource optimal allocation system comprises a water utilization mechanism, a rainwater treatment mechanism, a domestic water treatment mechanism, a kitchen water treatment mechanism and a tap water supply mechanism, and the water utilization mechanism comprises a toilet water utilization unit, a cleaning water utilization unit and a greening irrigation unit; the rainwater treatment mechanism comprises a first treatment unit and a first storage unit, the domestic water treatment mechanism comprises a second treatment unit and a second storage unit which are arranged on each floor, the first storage unit is communicated with the toilet water unit, and the second storage unit is communicated with the cleaning water unit, the greening irrigation unit and the first treatment unit. The kitchen water treatment mechanism is used for supplementing water for the first treatment unit, rainwater, domestic water and kitchen water are recycled and optimally configured, so that recycled water is reasonably used for toilet water, cleaning water and greening irrigation, the use of tap water is reduced, and the water-saving effect is achieved.
