The shale soil, the sludge-based biochar and the straw are matched for use, the shale soil is poor in air permeability and water absorption and not suitable for rock slope restoration, the shale soil is subjected to resource utilization and serves as a main material of an ecological base material, and waste is turned into wealth. Furthermore, the porosity of the ecological base material is improved by doping sludge-based biochar, and the overall water storage capacity of the base material is improved.
