The invention discloses a fabricated frame beam two-stage energy dissipation vibration and earthquake double-control device which comprises a frame beam and further comprises a beam column node end short beam, a connecting lug plate, an energy dissipation hinge point and a buckling restrained energy dissipation device, and the device is arranged at a beam column node of the frame beam to provide bearing capacity. The beam-column joint end short beam is connected with the frame beam through the connecting lug plate, the energy dissipation hinge point is arranged on the connecting lug plate, the energy dissipation hinge point dissipates energy when vibrated, and the buckling-restrained energy dissipation device is arranged between the frame beam and the beam-column joint end short beam and can conduct buckling deformation energy dissipation.
