The invention provides a construction dust falling device and a dust falling method. The construction dust falling device comprises a moving carrier, a water storage tank, a pressure pump set, a rotating disc and a storage disc. A front flushing pipe fitting is assembled at the front end of the movable carrier, vertical spray pipes are assembled on the two sides of the movable carrier, a high-pressure hydrogen disc is connected to the top end of a water guide pipe, and a multi-section telescopic follow-up pipe is arranged on a rotating disc; and an atomizing spray disc is assembled at the end part of each extension pipe. In the application, the forward flushing pipe fitting is used for spraying a construction road, dust flying generated when a vehicle passes is reduced, the vertical spraying pipe is used for carrying out precise dust falling on bottom-layer dust, the moving coverage range is wide, meanwhile, the atomization spraying disc capable of rising to the position above high-layer dust is adopted, and high-efficiency dust falling is carried out on the high-layer dust in the rotating and moving state. Meanwhile, the invention further provides a construction method of the construction dust fall device, the method can be applied to various construction areas, it is guaranteed that construction dust fall meets the standard requirement, and application is flexible and efficient.
