The invention relates to a URP asphalt modifier suitable for a rut-free super pavement. The URP asphalt modifier comprises the following components in parts by mass: 20-35 parts of a styrene-butadiene-styrene block copolymer; 15 to 25 parts of polyethylene; 15 to 25 parts of an ethylene-vinyl acetate copolymer; 5 to 15 parts of single-component epoxy resin; and 3 to 9 parts of an auxiliary agent. The URP asphalt modifier formed by compounding the epoxy resin, the tackifying resin and the like is in a solid particle shape, is environment-friendly and pollution-free, is convenient to transport, store and construct, and can be directly put into a mixing cylinder of a mixing plant.
