The invention discloses a vibrating wheel capable of converting vertical vibration and circumferential vibration and a road roller. The vibrating wheel comprises a pressing wheel, a first vibrating chamber, a second vibrating chamber, a vertical transmission part, a circumferential transmission part and a driving device, the pressing wheel is a vertical vibration wheel and a circumferential vibration wheel and is provided with a vertical transmission piece installation connector in a reserved mode, vibration shafts and eccentric blocks installed on the vibration shafts are arranged in the first vibration chamber and the second vibration chamber respectively, and the input end and the output end of a vertical transmission piece are opposite in rotation direction. And the input end and the output end of the circumferential transmission part have the same rotating direction.
