The invention discloses a wind-sheltering positioning method for open sea construction of a non-self-propelled cutter suction dredger. The non-self-propelled cutter suction dredger comprises a main dredger body, a steel pile positioning system, a bridge system and a transverse moving system. When the non-self-propelled cutter suction dredger is constructed in open sea and caught in heavy storm waves, the wind-sheltering positioning method comprises the steps that firstly, steel piles of the steel pile positioning system are inserted into the seabed to position the main dredger body, and the main dredger body is subjected to wind in the bow and stern directions according to the wind direction condition; secondly, a bridge frame of the bridge frame system is lowered, and a reamer points the ground; and finally, a transverse moving anchor of the transverse moving system is thrown to the ship bow, and positioning of the main ship body is completed.
