A plurality of collecting plates are arranged on the outer side of the top of the supporting column, each collecting plate comprises a connecting rod and a blade plate, each blade plate comprises a curved-surface bowl-shaped bottom layer plate, a plurality of exhaust outlets are formed in each bottom layer plate, an air baffle parallel to the bottom layer plate is arranged on each bottom layer plate, an air passing opening is formed in each air baffle, and a cover plate is hinged to the position, on the back face of each air baffle, of each air passing opening; an elastic piece is arranged between the cover plate and the wind shield; a water return communication port is arranged between the lower end of the wind shield and the bottom layer plate; a water return channel is arranged on the connecting rod; the water quality purification bin comprises a bottom box, a fixing shaft is arranged in the center of the bottom box, the purification grating is divided into a water mixing side and a purified water side, a water inlet is formed in one end of the bottom box, a water outlet is formed in the other end of the bottom box and connected to the landscape irrigation output device, and the bottom box is covered with an upper cover. Impact damage of strong wind can be reduced, the space occupied by purification equipment is reduced, and the ornamental value and safety of landscape architecture are improved.
