The invention relates to a railway under-rail base plate drawing and replacing vehicle which comprises a vehicle body. The track lifting device is mounted on the vehicle body and used for lifting the track upwards; the plate removing device is arranged on the vehicle body and comprises a first plate pushing assembly capable of moving to a first working position and pushing the base plate out of the position below the track; and the plate feeding device is arranged on the vehicle body and comprises a plate feeding box and a second plate pushing assembly capable of moving to a second working position, the plate feeding box is used for storing the base plate, the base plate can be transferred to the second plate pushing assembly from the plate feeding box, and the second plate pushing assembly pushes the base plate to the position below the rail. The device has the advantages that the plate removing device and the plate feeding device are arranged on the vehicle body at the same time, laying of the base plate can be completed, and removing of the waste base plate can also be achieved; and the plate removing device and the plate feeding device are matched for use, so that the labor intensity of workers is reduced, and the working efficiency is greatly improved.
