The invention belongs to the field of cement stabilized macadam, and particularly relates to a rubber cement stabilized macadam mixture which comprises mineral aggregate, rubber particles, cement and water, the content of the rubber particles accounts for 1%-3% of the total mass of the mineral aggregate, the mineral aggregate is continuously graded within the particle size range of 0-26.5 mm, and the cement accounts for 1%-2% of the total mass of the mineral aggregate. The mineral aggregate is divided into 12 grades from high to low according to the particle size; the rubber particles replace mineral raw materials with the same particle size within the particle size range of 2.36-9.5 mm in an equal-volume mode; the invention also relates to a construction method of the rubber cement stabilized macadam mixture. By adding the rubber particles into the cement stabilized macadam, on the basis of ensuring the strength of the cement stabilized macadam semi-rigid base material, the toughness of the cement stabilized macadam semi-rigid base material can be improved, the rigidity difference of each structural layer of a pavement is relieved, the crack resistance of the cement stabilized macadam semi-rigid base material is effectively improved, and pavement reflection cracks caused by base cracking are reduced; the resource consumption and the construction and maintenance cost of the whole life cycle of the pavement are greatly reduced.
