The invention discloses a rubber wheel compacting device and a land leveler. The rubber wheel compacting device comprises a mounting base, a hydraulic system, a main supporting frame, a lateral moving supporting frame, a compacting wheel set, a swing support, a tire rear support and a tire front support. Wherein the mounting seat is fixed on the rear rack, the lower part of the mounting seat is hinged with the lower part of the main support frame, the main support frame can rotate around a hinge point, the upper part of the main support frame is connected through a lifting oil cylinder in the hydraulic system, and a lateral moving oil cylinder in the hydraulic system is assembled between the lateral moving support frame and the main support frame; the swinging bracket is hinged and connected with the lateral moving support frame through a main pivot; the tire rear support and the tire front support are hinged to the front position and the rear position of the swing support through front pivots respectively, and the compaction wheel set is fixed to the tire rear support and the tire front support. The rubber wheel compaction device is arranged on the land leveler, namely, when the land leveler is used for leveling a gravel or topsoil road surface, the rubber wheel compaction device effectively compacts a subgrade surface layer of earthwork or the gravel road surface, dust can be rolled in time, and dust pollution is reduced.
