The first water receiving tank is mounted on the inner wall of the elevator shaft and is arranged below the flow guide notch of the protection platform; the assembly type staircase is installed in the staircase of the protection floor, a water dripping groove is formed in the bottom of the assembly type staircase, and the second water tank is installed on the assembly type staircase and arranged below the water dripping groove; and the third water receiving tank is installed on the outer vertical face of the protection floor, and the third water receiving tank is arranged in a circle in the circumferential direction of the main building.
