The upper connecting piece is used for being connected with the upper steel column; the lower connecting piece is used for being connected with the lower steel column; the two ends of the energy consumption plate are connected with the upper connecting piece and the lower connecting piece correspondingly, and when the upper steel column and the lower steel column move relatively, the energy consumption plate generates plastic deformation to consume energy. Functional restorability of the steel column base with the closed section is achieved, the use space of a building is not occupied, the use function of the steel column base is not affected, and efficient assembly construction of the column base is achieved; in the aspect of stress, function recoverability and energy dissipation can be achieved, and the good performance of the small-earthquake rigid column foot can be achieved.
