The invention provides prestressed ultrahigh-ductility cement for sleepers and application of the prestressed ultrahigh-ductility cement, and relates to the technical field of railway track structures. The prestressed ultrahigh-ductility concrete for the sleeper is composed of powder, cement, a fiber reinforced material, water and auxiliaries. The prestressed ultrahigh-ductility concrete is used as a raw material, and is combined with an integral forming and integral pouring process, so that damages such as surface abrasion, shoulder damage, alkali aggregate reaction and middle cracking of the existing sleeper can be effectively resisted, the overall service life of the sleeper is remarkably prolonged, and the service life of a track structure is prolonged. Meanwhile, the fly ash and the silica fume are made of solid waste recycling materials, and resourceful treatment of solid waste can be achieved.
