The invention provides low-carbon foam concrete which is obtained by coating a carbon sequestration coating outside carbon sequestration foam concrete, and the carbon sequestration foam concrete comprises the following raw materials in parts by mass: 500-2000 parts of cement, 10-100 parts of a composite foaming agent, 300-1500 parts of aggregate, 10-40 parts of a carbon sequestration material, 1-20 parts of an additive and 300-600 parts of water. Through multi-element carbon sequestration, the 28d carbon sequestration efficiency of the low-carbon foam concrete is between 13.1% and 23.7%.
